David Etheridge

David K. Etheridge is a seasoned public sector executive and visionary business leader with more than 25 years of experience in public administration, human resources, risk management, and retirement fund administration. In April of 2025, Etheridge was appointed Executive Director of the Employees’ Retirement Fund by the Employees’ Retirement Fund Board of Trustees. The Fund manages $3.8 billion in assets under management. He currently leads the Employees’ Retirement Fund of the City of Dallas, overseeing all aspects of financial administration, investment management, benefit administration, legal affairs, communications, technology, and compliance. Etheridge is widely respected for his fiscal discipline, strategic leadership, and unwavering commitment to public service excellence.

Prior to his current role, Etheridge served as Deputy Executive Director for the Fund for more than fourteen years. Before that, he was Director of Human Resources and Risk Management for the City of Dallas, effectively managing a $143 million budget, launching the City University employee development initiative, and implementing the city’s first Police and Fire Meet and Confer agreement.

Mr. Etheridge also served as Director of Human Resources for the City of Grand Rapids, Michigan, where he established labor relations strategies, guided compensation systems, and modernized HR operations. His public service career began with the State of Missouri, where he held leadership roles including Deputy Director of the Division of Personnel, Workforce Development Manager, and State Diversity Recruiter. There, he spearheaded workforce modernization initiatives and promoted diversity and inclusion across statewide agencies.

Mr. Etheridge earned his Master of Business Administration from William Woods University and holds a Bachelor of Arts in Communications from Wilberforce University. He also continued his education at the Harvard Kennedy School and the University of Pennsylvania Wharton School of Business.
