The recent events on Wall Street have members asking questions about the financial impact of the volatile markets on the Employees’ Retirement Fund of the City of Dallas (“ERF”) and our ability to pay benefits. It is important to know that your pension benefits remain safe. ERF’s soundness can be attributed to three key factors.

First, as an ERF Member, you are a participant in a defined benefit plan; this is reassuring, because your benefits are guaranteed by law and remain secure, not threatened by market changes, up or down.

Second, the ERF Board of Trustees is responsible for managing and investing the pension fund assets and understands that markets will fluctuate. ERF is professionally managed, and maintains a well-diversified portfolio. The Board and our experienced staff are closely monitoring ERF’s exposure to the market’s financial sector.

Third, ERF is a long-term investor with a time horizon that lasts over decades. Because the pension promises, which the City of Dallas has made, to its retirees and active members, are payable over many years, ERF can weather short-term market fluctuations. Our long-term focus means that we are not forced to change investment strategy when there is market volatility.

ERF was created in 1944. Since that time, there have been several down markets (e.g. Internet bubble, September 11th, etc.). Ultimately, we believe that the investment environment will offer opportunities for patient, long-term investors such as ERF. We believe this prudent and diversified approach will provide consistent and meaningful investment returns for ERF
